Definition at a glance

Household members are all persons who live and manage the household together. The number of household members largely determines income limits and maximum eligible rent.

What are 'household members'?

The household includes all persons who share the dwelling not only temporarily and manage the household jointly (shared household management). This usually includes the applicant, spouse/registered partner and children, but also other persons if they are part of the household community.

Who typically counts?

  • The applicant themselves.
  • Spouses or life partners.
  • Children (including foster and stepchildren).
  • Parents and siblings.
  • Other relatives or in-laws, if a living and economic community exists.

Who usually does not count?

  • Persons already receiving transfer payments (e.g. Citizen's Allowance).
  • Household members who are excluded from housing benefit.
  • Subtenants (these form their own household).
  • Guests or persons who are only visiting temporarily.

Special cases from practice

  • Students and apprentices (note special regulations).
  • Separated parents with joint custody.
  • Persons in need of care in the household.

Why the number of household members matters

The considered household members determine the relevant income limits, the maximum eligible rent/burden and various allowances. More persons usually increase eligibility chances.
