The Mietstufen system
Germany is divided into seven Mietstufen – from Stufe I (lowest rent level) to Stufe VII (highest). The classification is made at municipal level and is based on the local rent level. The Mietstufe determines the maximum amounts for eligible rent or financial burden.
Mietstufe IV – Duisburg in detail
Duisburg belongs to Mietstufe IV. This means: the maximum amounts for eligible rent are in the upper mid-range. NRW cities such as Düsseldorf and Cologne are in Mietstufe V or VI. Smaller municipalities in the surrounding area may be in lower Mietstufen.

What happens if your rent exceeds the maximum amount?
Only the rent up to the maximum amount is taken into account for the Wohngeld calculation. If your actual rent exceeds this, the excess portion is not considered. You should keep this in mind when looking for a flat – a more affordable flat may be worthwhile due to higher Wohngeld.
Heating costs and Wohngeld
Since the 2023 Wohngeld reform, a heating cost component has been a fixed part of Wohngeld. It is granted as a flat rate per household member and increases the Wohngeld additionally. The exact values are regularly adjusted to energy price trends.
